Problematic of conference

   Many regions are witnessing wars and conflicts that have affected global security and peace. Perhaps the Middle East is the space that has embraced the greatest of these conflicts. This new reality has caused a significant disintegration in all social, cultural and economic categories and has had a strong impact on fragile groups, including children.

International organizations have paid special attention to the category of children and their rights, which must be observed by all in peacetime or war.

 In addition, the charters of all countries have recognized the rights of all children of the world. The right of the child to security, peace and freedom is paramount to ensure a dignified and natural life in accordance with his or her own requirements. UNICEF has shown that the Convention, adopted by world leaders in 1989, is very important because it emphasizes “the need for the children of the world to have their own convention, because people under the age of 18 often need special care and protection that adults do not need.”

UNICEF considered this Convention “the first international legal instrument that legally binds States parties to integrate the full gamut of human rights, civil and political rights, as well as cultural, social and economic rights.” The Convention on the Rights of the Child contains 54 articles and two optional protocols.

 They “unequivocally illustrate the fundamental rights that children must enjoy everywhere – and without discrimination”. The rights of children to survival, development to the fullest extent, and protection from harmful influences, abuse and exploitation, full participation in the family and cultural and social life are also fully clarified.

The four basic principles of the Convention are: non-discrimination; concerted efforts for the best interests of the child; the right to life, the right to survival, the right to development and the right to respect the child’s opinion.

However, what children in today’s conflict zones, which are terribly fed by international interests, exacerbate and prolong their lives, does not guarantee the lowest standard of living for the children of these areas. Rather, they have become one of the tools used and recruited in the fighting.

Within this vision comes the international conference entitled “Childhood in conflict zones: approaches and solutions” to seek to understand the reality of childhood in areas of conflict and respect or violation of their rights.

Objectives of the Conference:

 The conference aims to achieve the following objectives:

Objective 1:  identify the reality of children in conflict zones

Objective 2 : Identify international efforts to protect children in conflict areas

 Objective 3: Identify practical mechanisms for protecting the rights of children in conflict areas.

Objective 4: Identify the role of international bodies and organizations in protecting children in conflict zones

 The importance of the conference:

  The conference comes at a time when the situation of children in various regions of the world is experiencing a crisis of internal and regional conflicts that require rapid action to put an end to the arbitrary and bad practices of children that deprive them of the normal life of their peers in other safer areas.

Which is especially important for bringing together thinkers, scientists, researchers working on the subject, international institutions, media and actors to come up with common recommendations that push for adopting a strategy for more effective protection of children.

Konferansın Konusu

Birçok bölge, küresel güvenliği ve barışı etkileyen savaşlara ve çatışmalara tanıklık etmektedir. Belki de Orta Doğu, bu çatışmaların en büyüğünü kucaklayan bir alandır. Bu yeni gerçeklik, tüm sosyal, kültürel ve ekonomik alanlarda önemli bir ayrışmaya neden olmuş ve bu durum çocuklar da dahil olmak üzere kırılgan gruplar üzerinde güçlü bir etkiye sahip olmuştur.

Uluslararası örgütler, barış veya savaş zamanlarında olsun daima gözetilmesi gereken çocuklara ve onların haklarına karşı özel bir önem vermektedirler.

Bunun yanında bütün ülkelerin anayasaları tüm dünyadaki çocuklarının haklarını tanımaktadırlar. Çocuğun güvenliği, huzuru ve özgürlüğü hakkı, kendi gereksinimlerine uygun olarak onurlu ve doğal bir hayatın sağlanması için her şeyden önemlidir. UNICEF, dünya liderleri tarafından 1989’da kabul edilen Sözleşmesinde, 18 yaşın altında olanların genellikle yetişkinlerin ihtiyaç duymadıkları özel bakım ve korumaya ihtiyaç duymaları nedeniyle dünyadaki çocuklara yönelik bir anlaşmaya ihtiyaç olduğunu vurgulayarak bunun çok önemli olduğunu göstermiştir.

UNICEF, bu Sözleşmeyi “Taraf Devletleri, insan haklarına, medeni ve siyasi hakların yanı sıra kültürel, sosyal ve ekonomik hakların bütününü bütünleştirmesi konusunda yasal olarak bağlayan ilk uluslararası yasal belge” olarak değerlendirmiştir. Çocuk Hakları Sözleşmesi, 54 makale ve iki isteğe bağlı protokol içermektedir.

Bu maddeler “Çocukların her yerde ve ayrımcılığa uğramaması gereken temel haklarını açık bir şekilde tasvir etmektedir” Ayrıca, çocukların yaşamlarını sürdürebilmeleri, gelişmelerini en üst düzeye çıkarmaları, zararlı etkilerden, istismar ve sömürüden korunma, aileye, kültürel ve sosyal hayata tam katılımı tam olarak açıklığa kavuşturulmuştur.

Sözleşmenin dört temel ilkesi şunlardır: Ayrımcılık yapmama; çocuğun en iyi çıkarları için uyumlu çabalar gösterme; yaşam hakkı, hayatta kalma hakkı, kalkınma hakkı ve çocuğun görüşüne saygı hakkı.

Fakat buna rağmen, uluslararası çıkarlar tarafından korkunç şekilde beslenen, çocukların yaşamlarını şiddete atıp onları savsaklayan şeyler çatışma bölgelerinde bulunan çocuklara en düşük yaşam standardının verileceğini dahi  garanti etmediği gibi, çeşitli amaçlar için hatta savaştırmak için kullanılan araçlar haline gelmişlerdir

Bu bakış açısı ile “Çatışma bölgelerinde çocukluk dönemi: yaklaşımlar ve çözümler” başlıklı bu uluslararası konferans ortaya çıkmış olup, konferans, çatışma bölgelerindeki çocukluk olgusunu, onların haklarına saygı mı gösterildiği yoksa haklarının ihlal mi edildiği gerçekliğini anlamaya çalışmaktır.
